The Governor of the Nizhny Novgorod Region, Gleb Nikitin, spoke about regional initiatives in financial education at a meeting of the Interdepartmental Coordinating Commission on the Implementation of the Strategy for Improving Financial Literacy through 2030. The event took place in Moscow on December 25, 2025, under the chairmanship of the Minister of Finance of the Russian Federation, Anton Siluanov, and the head of the Bank of Russia, Elvira Nabiullina, the regional government press service reported.
During the meeting, participants summed up the results of 2025 and outlined priorities for the future. Anton Siluanov noted that key areas of work included the development of the information environment and the improvement of legislation in the field of citizen rights protection.
According to him, this past year it was possible to significantly increase the population’s coverage by financial education activities thanks to diverse formats — from olympiads and competitions to open lessons and digital educational products.
The minister emphasized that important changes also took place in the legislative sphere: mechanisms such as the “cooling-off period” and the “second hand” were introduced, and liability for dropper activity was established. In addition, citizens were given the ability to independently prohibit themselves from taking out consumer loans.
In 2026 the Ministry of Finance and the Bank of Russia plan to strengthen measures to combat financial fraud and continue developing relevant education formats. Elvira Nabiullina noted that financial literacy should become a natural part of everyday life, and that cooperation with the creative industry is important for effective promotion of knowledge.
In his speech, Gleb Nikitin stressed that Nizhny Novgorod continues the traditions of financial culture laid down during the times of the Nizhny Novgorod Fair. He reported that in 2025 the region, along with Krasnoyarsk, received the status of Capital of Financial Culture and held more than 15 thousand educational events.
A key project was the digital portal and mobile application “Resident of the Capital of Financial Culture.” Through this convenient format, residents learn about long-term financial planning, protection against fraudsters, investments and expense optimization. The project pays special attention to schoolchildren, pensioners and students.
Users earn points by completing tasks on the portal, which can be exchanged for merchandise, theater tickets and tickets to sporting events. The largest number of points is awarded for participating in the long-term savings program. In 2025 Nizhny Novgorod residents entered into 143.5 thousand long-term savings contracts (PDS) — 43% more than last year.
To date, more than 75 thousand people have registered on the portal. The project is being implemented jointly by the regional Ministry of Finance and the Volga-Vyatka Main Directorate of the Bank of Russia.
Gleb Nikitin also emphasized that 10 regional projects from the Nizhny Novgorod Region were included among the best practices in Russia. These include “Territory of Financial Culture,” “Tutors at Enterprises 2.0,” the “Planet of Finance” competition, a program for social workers, a video project with HC “Torpedo,” and others.
New formats in 2025 included theatrical productions created by youth teams: the immersive show “Financial Puzzle” and the play “I’ll Call You Back.”
Thanks to its status as the Capital of Financial Culture, the region was able to involve more residents, especially young people. The total number of participants increased by almost 30% — from 1.4 to 1.8 million people.
Gleb Nikitin expressed confidence that the Nizhny Novgorod experience can be useful to other regions and emphasized his readiness to share the developments.
The government reminded that registration on the “Resident of the Capital of Financial Culture” portal is carried out through “Gosuslugi.”
Earlier it was reported that the indicators of the national project “Efficient and Competitive Economy” have been fully met in the Nizhny Novgorod Region.
