In the Chkalovsk municipal district, it is planned to change the classification of a number of settlements from "derevnya" (village) to "selo". The corresponding bill was submitted to the regional Legislative Assembly at the initiative of the District Council of Deputies.

As noted in the explanatory note, the measure is aimed at eliminating duplication of identically named villages that belong to different rural councils but have the same names and status. The situation arose after an administrative reform during which the municipal formations of Chkalovsk District were merged into a single municipal district. Its composition included both the town of Chkalovsk itself and eight rural councils. However, federal legislation requires uniqueness of address-forming elements within municipal divisions. In addition, duplication of names prevents correct registration of addresses in the Federal Information Address System, which, in turn, creates problems for residents when formalizing property rights, obtaining mortgages and connecting to gas networks.

The changes will affect five villages: Balakhnino (Kotel'nitsky rural council), Kuznetsovo (Kuznetsovsky rural council), Perekhvatkino (Vershilovsky rural council), Samsygino and Semenovo (both — Belovsko-Novinsky rural council). All of them will be given the status of selo.

The decision was made taking into account the opinion of the population. A survey was held in the specified settlements, following which no objections or comments were received from residents. In some villages, all citizens entitled to vote took part in the vote.

Earlier, the chairman of the Legislative Assembly of Nizhny Novgorod Region, Evgeny Lyulin, reported that work to eliminate duplicate names in the region should be completed by 1 March 2026. Which settlements have already changed status or ceased to exist can be read via the link.
