      26 November 2025 18:52 Economy Russian authorities plan to begin implementing a large-scale project in 2026 aimed at reducing the shadow economy and combating tax evasion. This was stated by Finance Minister Anton Siluanov at a meeting of the Federation Council, 360.ru reports.

      Siluanov noted that the new package of measures will focus on sectors of the economy where the highest levels of tax evasion are observed. In particular, this concerns industries with a high share of cash payments, such as wholesale and retail trade.

      According to the minister, the government has already prepared a detailed document that will define specific steps to reduce the shadow turnover. The main areas of work will include strengthening control over compliance with tax legislation, increasing the transparency of financial transactions, and creating conditions in which tax evasion becomes less profitable.

      Siluanov also emphasized that all necessary legislative changes will be approved by the end of the current year, allowing the practical implementation of the project to begin next year. The minister expressed confidence that these measures will help not only to increase budget revenues but also to create more favorable conditions for the development of legitimate business.
