      Deputies from the New People party have sent an appeal to Justice Minister Konstantin Chuichenko proposing the introduction of administrative liability for sending intimate images without the recipient’s prior consent. This was reported by 360.ru.

      The parliamentarians drew attention to a growing problem faced by Russian women — the distribution of obscene images. Women complain about receiving such messages both in private social media chats and in public places, for example on the subway. For many this causes severe stress and discomfort, but few turn to law enforcement about the problem, doubting the effectiveness of holding the sender accountable.

      Russian legislation only partially regulates such situations. Courts sometimes classify the sending of “dick pics” as distribution of pornography after conducting a complex examination.

      Therefore the deputies proposed to supplement the Code of Administrative Offenses with a new provision that would provide for liability for sending intimate images without the recipient’s consent, if this does not constitute a criminal offense.

      The authors of the initiative believe this will help protect citizens’ rights and prevent such violations in the future.
