Experts discuss urbanism and architecture at the VARMSU forum

The third regional day of the III All-Russian Municipal Forum "SMALL MOTHERLAND – THE STRENGTH OF RUSSIA" opened in Tyumen. To discuss the topic "Urbanism and Architecture: Creating the Future," 350 participants gathered: representatives of federal, regional and municipal authorities, the Federation Council, the State Duma, business and public organizations, as well as leading experts.
During the sessions, participants discuss the strategy for architectural development, new rules for the development of urban areas, digital and inclusive architecture, and the balance between preserving and developing the architecture of historic towns. Special attention is paid to modern trends in urban planning, innovative approaches to designing the urban environment, and the integration of architectural solutions to improve the quality of urban life.
The event was greeted by the Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District Artem Zhoga, Governor of the Tyumen Region Alexander Moor, Deputy Head of the Presidential Administration’s Department for Internal Policy Evgeny Grachev, and co-chair of VARMSU and member of the Presidium of the Presidential Council for the Development of Local Self-Government Irina Guseva.
Welcoming participants to the regional day, Deputy Head of the Presidential Administration’s Department for Internal Policy Evgeny Grachev thanked everyone who works in local self-government for their daily work.
"The Tyumen Region is hosting not only the regional day of the forum 'SMALL MOTHERLAND – THE STRENGTH OF RUSSIA' these days, but also the 'School of Mayors.' I would also like to note the presence in the hall of participants in the regional program 'Time of Heroes.' Many thanks to Alexander Viktorovich Moor for the warm reception. When planning the themes of the regional days with the All-Russian Association for the Development of Local Self-Government, we wanted to look beyond the horizon, find new points of growth for the development of municipalities, and see where we can adopt each other’s best practices. The Tyumen Region is a dynamically developing region. The topic of urbanism and architecture is prominently represented in Tyumen, Tobolsk and other municipalities. I hope that you will be able to apply the best experiences of your colleagues in your own municipalities for the benefit of our country and the residents of specific municipalities. So that life in them becomes better, and the issues addressed to local authorities by people are resolved faster and more effectively," said Evgeny Grachev.
Co-chair of VARMSU Irina Guseva noted that the status of the Tyumen Region as a leader in urbanism and architecture was a determining factor in choosing the region to hold the forum’s regional days: "The Tyumen Region was chosen to host the regional day of the III All-Russian Municipal Forum 'SMALL MOTHERLAND — THE STRENGTH OF RUSSIA' not by chance. The region is recognized as a leader in urbanism and architecture: advanced projects to transform the urban environment are being implemented here, cooperation with business is being established, and an institute for city development is being created. A striking example of such a competent approach to urban planning policy is the creation of the master plan for Tobolsk. That is why municipal heads from across the country will gather in the Tyumen Region these days to discuss the strategy for architectural development, new rules for the development of urban areas, digital and inclusive architecture, and the balance between preserving and developing the architecture of historic towns. This comprehensive approach, which combines experience and expert dialogue, improves quality of life and ensures the sustainable development of territories."
The Nizhny Novgorod Region is represented at the regional day of the III All-Russian Municipal Forum by the head of Shakhunya, Anton Pugachev.
"The forum’s business program is packed: visionary lectures, practical master classes, panel discussions and a municipal practices workshop. I am confident that the forum will become a powerful impetus for the exchange of experience, the birth of new ideas and the strengthening of ties between regions. Our small motherland is our greatest strength! I am proud of the opportunity to contribute to its prosperity," Pugachev wrote on his Telegram channel.
The regional days of the forum, taking place in eight subjects of the country from October 2025 to March 2026, will cover more than 5,000 representatives of municipal formations and will form the basis for creating the unified program of the III All-Russian Municipal Forum "SMALL MOTHERLAND – THE STRENGTH OF RUSSIA." The forum will take place in April 2026 in Moscow. This is an annual event held on the instruction of the President of the Russian Federation Vladimir Putin to discuss pressing issues related to the development and support of municipal formations. The III All-Russian Municipal Award "Service" will also be held as part of the forum. The forum is organized by the All-Russian Association for the Development of Local Self-Government (VARMSU) with the support of the Presidential Administration of the Russian Federation.
