Zavolzhsky Motor Plant (PJSC "ZMZ") was again held administratively liable for violating environmental protection legislation. The cause was the negative impact of the company's industrial waste landfill on the soil in the Balakhna District.

According to the Interregional Office of Rosprirodnadzor for the Nizhny Novgorod Region and the Republic of Mordovia, the inspection was carried out as part of federal land control. The site where solid and liquid industrial wastes are buried is located on a plot of more than 199,000 square meters classified as land for industry, energy, transport and communications.

During the inspection, specialists from the agency, together with the laboratory of the Federal State Budgetary Institution "CLATI for the Volga Federal District", collected soil samples. Analyses showed exceedances of permissible concentrations of pollutants — including petroleum products, copper, zinc, manganese, lead and mercury.

"This fact indicates that PJSC 'ZMZ' does not carry out measures to protect lands and safeguard soils from pollution and other negative impacts, which leads to a deterioration in the qualitative condition of lands adjacent to the landfill," the office noted.

As a result of the inspection, the legal entity and the responsible employee of the enterprise were fined. The total amount of administrative sanctions amounted to 450,000 rubles. The plant was also issued an order to remedy the violations. The deadline for its execution is set for May 2026. Rosprirodnadzor oversees compliance with the order.

Note that this is not the first time the enterprise has been held liable. In 2023 ZMZ was already fined a similar amount. And in 2024 the company transferred more than 1.1 million rubles to the budget of the Balakhna District for damage caused to soils as a result of the operation of the landfill.

Recall that on June 2 a fire occurred at PJSC "ZMZ", in which one of the company's employees was injured.
