The State Duma of the Russian Federation has adopted a law that opens new opportunities for ninth-graders who failed the state final certification. Now they will be able to receive vocational education in worker and employee specialties free of charge, reports 360.ru.
The bill was developed to support students who were unable to pass the OGE (Basic State Exam). Many of them face difficulties when applying to vocational education institutions because they have to wait a whole year for a retake, during which time they could have learned a new profession.
According to Deputy Speaker of the State Duma Viktoriya Abramchenko, every year thousands of children cannot pass the exams even after three attempts. This leads them into the shadow economy, which is unacceptable.
Under the new law, students who have failed the final certification will be able to undergo free vocational training with the awarding of qualifications from the first to the fourth qualification level. Funding for these programs will be provided from regional budgets.
Regions will also determine the list of professions and educational institutions that will be able to offer such programs. This will allow training to be adapted to local needs and ensure access to vocational education for all who wish to receive it.
