A bill on the employment of participants in the special military operation has been drafted in the Nizhny Novgorod Region.

Changes are planned to the Law of the Nizhny Novgorod Region "On the Quota of Workplaces" under which employers will be required to create jobs for participants in the special military operation (SVO). The corresponding bill was prepared by the United Russia faction in the regional Legislative Assembly and is already undergoing a regulatory impact assessment.
Under the initiative, companies with a staff headcount of between 36 and 100 employees inclusive will be required to allocate at least one workplace for former SVO participants. For organizations with more than 100 employees the quota will be 1% of the average number of employees.
The category of SVO participants granted priority employment includes citizens who have completed military service under mobilization or contract, as well as persons who have ceased participation in volunteer formations provided for by federal law.
The proposed changes are aimed at promoting the social adaptation and professional integration of citizens returning from combat zones. The bill provides that the quota may be fulfilled either through direct employment or by agreement with other organizations or individual entrepreneurs.
Exemptions are also provided. Exempt from quotas, in particular, are public associations of people with disabilities, employers undergoing bankruptcy proceedings, as well as organizations whose number of employees has fallen to a level at which the quota does not apply. Another ground is the absence in the employment service of information on applicants among SVO participants.
According to the bill's drafters, adoption of the law will not require additional expenditures from the regional budget. The measure is expected to reduce unemployment among SVO participants and strengthen their employment guarantees.
Earlier it was reported that new measures to support families of SVO participants were discussed in Nizhny Novgorod. In August, the region launched an educational program for SVO participants called "Heroes. Nizhny Novgorod Region." It is aimed at training qualified managers from among former military personnel for subsequent work in government bodies, local self-government, as well as in state companies and state corporations.
