Nizhny Novgorod authorities forecast economic growth of up to 3.1% by 2028.

The government of Nizhny Novgorod Oblast has approved an updated forecast of the region's socio-economic development for the period 2026–2028. The document is posted on the official legal information portal.
Under the baseline scenario, the gross regional product (GRP) will grow annually, reaching 3.8 trillion rubles in 2027 and 4 trillion rubles in 2028. The expected GRP growth rate in those years is 3.1%.
An alternative, more restrained forecast envisages GRP growth of 1.8% in 2027 and 2.5% in 2028, which is equivalent to 3.6 trillion and 3.8 trillion rubles, respectively.
For 2026, the conservative variant assumes a GRP decline of 1% — to 3.4 trillion rubles. In the baseline scenario, by contrast, a growth of 2.1% is expected, reaching 3.5 trillion rubles.
The industrial production index in 2026 ranges from 98% in the conservative forecast to 102.7% in the baseline. In subsequent years the indicator may be from 2.5% to 2.8% in 2027 and from 2.6% to 3.4% in 2028.
The forecast also covers the dynamics of the subsistence minimum. By the end of 2025 it will amount to 16,669 rubles per month. In 2026 it is expected to rise to 17,803 rubles, in 2027 to 18,515 rubles, and in 2028 to 19,256 rubles.
Authorities emphasize that the region's economic development will largely depend on the overall macroeconomic situation in the country. Positive factors cited include growth in consumer demand and increased investment activity.
At the same time, the document identifies risks that could slow growth. These include high inflation, rising production costs, a decline in household purchasing power, labor shortages, as well as a number of external and internal factors not directly related to the economy. These threats are taken into account under the conservative development scenario.
Earlier reports said that Nizhny Novgorod Oblast entered the top 20 regions by level of material well‑being of the population.
