      On October 28, 2025, an off-site meeting chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu was held in Nizhny Novgorod. The plenipotentiary representative of the President of Russia in the Volga Federal District, Igor Komarov, regional governors, as well as representatives of federal and regional executive authorities took part.

      Participants examined issues of protecting critical facilities and assessed the effectiveness of measures being taken in the context of the special military operation. It was noted that the topic remains extremely relevant due to the increase in national security threats. An increase in the frequency and scale of the use by the Kyiv regime of unmanned aerial vehicles of various types to strike significant infrastructure objects in regions of Russia, including constituent entities of the Volga Federal District, was emphasized.

      A separate section was devoted to the risks of hybrid terrorist attacks in which traditional sabotage methods are combined with the active use of modern information technologies and unmanned systems. Attention was drawn to the activation of Western and Ukrainian special services, which are increasing informational-psychological influence via the Internet and other communications channels. The goal of such actions was described as attempts to involve citizens in unlawful activities and to induce them to carry out sabotage and terrorist attacks on Russian territory.

      Igor Komarov noted that the Volga Federal District is home to numerous industrial enterprises, fuel and energy facilities, transport infrastructure, and significant capacities of the defense-industrial complex. In this regard, regional authorities and relevant agencies face large-scale tasks to counter terrorist threats and strengthen protection of such facilities.

      Following the meeting, additional comprehensive measures were identified to increase the effectiveness of countering current threats and to improve the security systems of key infrastructure. Heads of the constituent entities and interested authorities were given specific recommendations to reduce the stated risks.

      Recall that at this meeting Sergey Shoigu reported an increase in the number of UAV attacks in the Volga Federal District.
