
VARMSU opens the regional days of the 3rd All-Russian Municipal Forum "Small Motherland — the Strength of Russia"

Regional days of the 3rd All-Russian Municipal Forum "Small Homeland – the Strength of Russia" (12+), organized by the All-Russian Association for the Development of Local Self-Government (VARMSU), are taking place in Stavropol Krai.
The forum's key theme this year is "Partnership between the state and business as a tool for accelerated growth." Representatives of municipalities, federal and regional authorities, the Federation Council, the State Duma, public associations and the business community gathered in Mineralnye Vody.
The regional days will be held in eight regions of the Russian Federation. Within their framework, participants will discuss directions for territorial development and identify growth points. The business program is focused on finding new solutions to shape the municipalities of the future.
As emphasized by Evgeny Grachev, Deputy Head of the Office of the President of the Russian Federation for Domestic Policy, modern municipalities should be geared toward creating a comfortable environment in which every resident can realize their potential. He noted that such territories constitute a full-fledged ecosystem built around people's needs, and this is precisely the environment local authorities should provide — taking into account new challenges and using modern approaches.
One significant element of the forum will be field municipal practices. They will allow participants to learn about successful local solutions and adopt best practices aimed at improving the quality of governance and, consequently, the population's standard of living.
Irina Guseva, co-chair of VARMSU and a member of the presidium of the Council under the President of the Russian Federation for the Development of Local Self-Government, noted that the main goal of all initiatives is to increase the effectiveness of local authorities, which are the closest to citizens. According to her, only through close interaction among all levels of government is it possible to promptly address tasks, and building such a system is one of VARMSU's key objectives.
The results of the regional meetings, best practices and proposals will form the basis of the program for the 3rd All-Russian Municipal Forum "Small Homeland – the Strength of Russia", which will be held in April 2026. VARMSU will once again act as the organizer of the forum with the support of the Presidential Administration of the Russian Federation.
A ceremony will also be held within the framework of the forum to present the All-Russian Municipal Award "Service", established by Russian President Vladimir Putin. This award will be bestowed on leaders who have made a significant contribution to positive changes and the development of their territories — cities, towns and rural settlements.
