On October 2, on the 85th anniversary of the system of secondary vocational education, the governor of the Nizhny Novgorod region, Gleb Nikitin, visited training sites in three municipalities. He visited the Perevoz Construction College (Perevoz District) and the Nizhny Novgorod Radio Engineering College (Nizhny Novgorod), where educational-production clusters of the federal project "Professionalitet" of the national project "Youth and Children" are already operating. In addition, the head of the region evaluated the Ardatov Agrarian Technical College (Ardatov District), where a specialized cluster is planned to open next year, the regional government press service reported.
According to the governor, his impression of the SVE system in the region is "the strongest" — both in terms of atmosphere and student engagement. He noted that in terms of organization and content many areas are on par with the best practices of higher education.
"A number of specialties in our colleges are extremely in demand today; they can be called elite. Yes, artificial intelligence is already comparable to IT specialists' skills in some tasks, but it will not replace a stove builder or a welder," emphasized Gleb Nikitin. He also congratulated students and teachers on their professional holiday.
More than two thousand people study at the Perevoz Construction College in over 30 programs. The governor was shown modern workshops created thanks to "Professionalitet." Students demonstrated practical skills in zones for rebar and concrete work, and also presented the equipment on which they learn their trades. For example, future mid-level specialists train to operate an excavator on a modern simulator using domestic software. The college has its own asphalt paver and a compact asphalt concrete plant with a capacity of up to six tons per hour.
During the tour of the educational center, the governor spoke with surveyors, architects and welders. Among the meeting participants was a graduate who in 2019, as a student, had already shown the college to the head of the region, and now teaches there.
"I see how welders are trained on the most modern equipment using 3D modeling, and stove builders first work through masonry project designs. I visited here in 2019 and today saw how much the institution has transformed. This is really a super-modern technical college, even though it is located in a municipality far from the regional center," noted Gleb Nikitin.
More than 1,600 students study at the Nizhny Novgorod Radio Engineering College. Within the framework of "Professionalitet," six work zones have been formed here. Training is conducted in in-demand specialties and professions: "Installation, technical maintenance and repair of electronic instruments and devices," "Development of electronic devices and systems," "Radio-electronic instrument devices," and others. The workshops are organized on a full-cycle principle — from development to the finished product: students perform all stages, starting with computer modeling and ending with product release.
The governor was shown how students design electronic devices, create 3D models and study component parameters. The surface-mount area is equipped with the same equipment as at the cluster's partner enterprises. Thanks to this, graduates find it easier to adapt in production, and the time to reach full job performance is reduced.
More than 550 students are enrolled at the Ardatov Agrarian Technical College. The institution became the winner in 2025 of a competition for the provision of a federal subsidy to create clusters of secondary vocational education. With grant funds, it is planned in 2026 to renovate and equip with the latest equipment 10 laboratories in the fields of agronomy, animal science, economics and accounting, technology of food products from plant raw materials, and operation of agricultural machinery. Purchases of software and teaching materials are also planned. Gleb Nikitin assessed the current state of the material and technical base and reviewed the modernization plan.
There are 73 vocational educational organizations operating in the region. Clusters of "Professionalitet" have already been created on the basis of 16 of them, six of which were established in 2025. In addition, the Nizhny Novgorod region is creating a federal technopark of vocational education on the basis of the property complex "Nizhpoligraf." The technopark will become a center for the professional development of SVE teachers and instructors of general education and specialized disciplines in colleges for accelerated teaching without loss of quality, a regional platform for testing new technologies for workforce training in conjunction with real-sector enterprises, and a center for collecting, analyzing and replicating successful practices of the SVE system.
Recall that on February 21, 2023, President of Russia Vladimir Putin instructed to significantly expand the "Professionalitet" project. He emphasized the importance of bringing mentors with real production experience into colleges and set the task of preparing about one million skilled workers for key industries over the next five years: electronic industry, robotics, mechanical engineering, metallurgy, pharmaceuticals, agriculture and defense industry, construction, transport, nuclear and other sectors that ensure the country's security, sovereignty and competitiveness.
The new national project "Youth and Children" includes nine federal projects and programs: "Russia — a Land of Opportunities," "We Are Together," "Russia in the World," "All the Best for Children," "Leading Schools," "Teachers and Mentors," "Creating a Network of Modern Campuses," "Universities for a Generation of Leaders," and "Professionalitet."
