
Nizhny Novgorod residents can apply for a "Resident Card" with a banking app at an MFC.
October 1, 2025, 12:30 — The "Resident Card of the Nizhny Novgorod Region" with a banking application is now issued at all MFC offices in the region, the regional government press service said.
The director of the GAU of the Nizhny Novgorod Region "CIT," Vitaly Klimashov, noted that expanding issuance points makes the service more accessible, including for residents of small settlements who previously had difficulty reaching the regional center. Applications can be made at any MFC office, and the issued bank card will already be linked to the "Resident Card." As a result, a single card is enough: it will replace school or university passes, travel cards, transport cards and bank cards.
To connect municipal services to the "Resident Card" during an appointment at an MFC, only a passport and SNILS are required; the center’s staff will take the photograph.
Service for such a card is free, as is cash withdrawal at any ATM.

The creation of convenient government services corresponds to the objectives of the national project "Data Economy and Digital Transformation of the State," being implemented in Russia from 2025 by order of President Vladimir Putin.
Earlier reports said that Nizhny Novgorod residents eligible for benefits can use the "Resident Card" to access sports facilities. Nizhny Novgorod residents can also pay fines and taxes on the "Resident Card" portal.
