      There is a shortage of gasoline at gas stations in Russia. In some regions restrictions have been introduced on the amount of fuel that can be purchased at one time. Igor Yushkov, leading expert at the National Energy Security Fund, explained the reasons for this phenomenon and the possible timing of its resolution in a comment to the TV channel "360".

      The expert noted that Russian gas stations are divided into two types: vertically integrated and independent. Vertically integrated companies extract oil themselves, refine it and sell the fuel. Independent gas stations buy gasoline on the exchange.

      Gasoline prices on the exchange are rising, but independent stations cannot significantly increase their retail prices because of competition and oversight by the antimonopoly authority. If a vertically integrated station is located near an independent one, the former’s gasoline price will be one or two rubles per liter lower. As a result, customers choose the cheaper option, which leads to losses for independent gas stations. Under such conditions some independent stations either sell gasoline at reduced prices or stop buying and selling it altogether.

      However, independent stations operate mainly in regions with low fuel demand, where chain operators do not see economic feasibility in opening their own stations. According to Yushkov, the situation will begin to improve in a few weeks. This will happen due to a decrease in fuel consumption, which, in turn, will lead to lower gasoline prices on the exchange.

      Gleb Nikitin, governor of Nizhny Novgorod Oblast, said that temporary fuel supply disruptions at gas stations are connected with the peculiarities of supply chains in the macro-region. He stressed that this concerns not only Nizhny Novgorod Oblast.
