      24 September 2025 15:49 Politics Public hearings on the draft revised charter of Nizhny Novgorod are scheduled for 15 October 2025. According to the city parliament, the discussion will take place at 14:00 in the Duma meeting hall located in the fifth building of the Kremlin.

      Registration of participants will begin no later than five days before the date of the hearings. One of the key items of the draft will be the inclusion in the charter of the territory of Kstovo District, previously annexed to Nizhny Novgorod.

      Before that, on 29 September, the first meeting of the deputies of the new convocation will be held. It will consider the question of holding public hearings and will also address important organizational decisions.

      In accordance with current legislation, the deputies will accept the resignation of the incumbent mayor Yuri Shalabaev and the head of Kstovo District Ivan Ulanov. A decision will also be made to liquidate the Kstovo Council of Deputies. Their powers will cease on the day of the meeting, and the legal procedure of dissolution will be completed by the end of 2025.

      In addition, a new head of local government will be elected at the meeting. Two candidates have been proposed: the incumbent mayor Yuri Shalabaev and the former deputy chief of the city’s Department of Internal Affairs, Sergey Goryachev.

      The deputies will also appoint the chair of the city Duma, his four deputies, and form the membership of ten permanent commissions.

      Recall that the elections of deputies to the first convocation of the Nizhny Novgorod City Duma in 39 single-member districts were recognized as having taken place, and their results as valid.
