
Nizhny Novgorod Rosreestr launches hotlines on new requirements for land plots.

The Rosreestr Office for the Nizhny Novgorod Region is launching a series of telephone consultations dedicated to explaining the new criteria for unused land plots. The updated rules came into force on September 1, 2025, and affect land in populated areas, as well as plots intended for gardening and horticulture.
The first "hotline" will take place on September 18 from 10:00 to 12:00. Questions can be asked by calling 8 (831) 411-85-36. Specialists will explain which signs indicate that a plot is unused, what owners should do if their land is temporarily unused for valid reasons, and how to confirm proper use of a plot within the scope of its designated purpose.
As Oksana Shtein, head of the Rosreestr Office for the Nizhny Novgorod Region, explained, the new list of signs of non-use was created to restore order, not to infringe the rights of bona fide owners.
"It was not created to take land away from a bona fide owner, but to combat real neglect and to bring out of the shadows those lands that have been unused for years, harming neighbors, the environment, and the region's economy," she emphasized.
The office added that questions about real estate registration and other topics can be asked on any working day by calling the call center at 8 (831) 411-81-71.
