      A draft resolution has been submitted to the Legislative Assembly of the Nizhny Novgorod Region containing recommendations for local self-government bodies on the start and end of the heating period. The initiative is aimed at increasing flexibility in decisions on the start of the heating season, especially under unstable weather conditions.

      As noted in the explanatory note, the draft was developed taking into account citizens’ appeals and an analysis of Belarusian practice, where heating in the housing stock is switched on when the average daily temperature is +8 degrees Celsius or below for three consecutive days. In social institutions, heating is started already at +10 degrees.

      The document proposes that municipalities consider the possibility of starting heating earlier, analogous to the practice adopted in the Republic of Belarus. This is possible provided the centralized engineering systems are technically ready.

      In addition, the draft contains a recommendation to remain prepared to resume heating until May 15. This will allow for a rapid response to possible cold snaps in the spring period.

      According to current Russian rules, the heating season begins and ends if the average daily air temperature remains below or above +8 degrees Celsius, respectively, for five consecutive days.

      It was previously reported that the heating season in Nizhny Novgorod will begin on September 23, and in Bor and Dzerzhinsk on September 22.
