Dmitry Medvedev set tasks for the United Russia faction in the State Duma.

      The chairman of United Russia, at a meeting with the party’s faction in the State Duma, emphasized that deputies face serious work on the budget and the 2026 election campaign ahead. The party’s main goal in it is an unequivocal victory.

      As the Single Voting Day 2025 showed, United Russia has decent starting positions for this; it once again confirmed the right to be called the party of the popular majority, Dmitry Medvedev said at the meeting with faction deputies.

      “We improved our positions. On average across the country, United Russia’s party lists were supported by about 60% of voters. We understand all the components of this success. But the result itself is worthy. I want to thank colleagues who engaged in the pre-election work in their regions. Very soon we need to get involved in preparing for the major elections,” he said.

      At the same time, there is talk of a public report on the results of implementing the people’s program, since working with people is a crucial component of success.

      “During the work of the State Duma of the 8th convocation, almost 700 of our initiatives became laws. A significant part of them, more than 200, concerns the people’s program. And with our collective support, 17 trillion rubles were allocated from the federal budget for its implementation,” the party chairman reminded.

      He singled out a package of laws related to strengthening the status and state support of participants in the special military operation.

      “This is a package of 140 laws, and it made it possible to create an infrastructure of care for participants, for veterans, for their families until the end of hostilities. It’s a unique story, because it is obvious that this is the first such experience in the history of our Fatherland, when a military operation is ongoing and there is already a special set of laws dedicated to its participants. This was never done before. It seems to me that this is our duty, and it is good that it happened,” Dmitry Medvedev said.

      The party chairman added that it is important for United Russia to preserve funding for the people’s program in the budget and to guarantee people the fulfillment of all social commitments: these are pensions, maternity capital, benefits related to the birth and raising of a child, assistance in mortgage repayment for families with three or more children, family mortgages, and much more.

      “Indexation of social payments and the minimum wage must be kept under special control. The President set a task to increase it to 35,000 rubles by 2030. In all these cases balanced decisions are required, taking into account the budget’s capabilities,” he noted.

      The chairman of United Russia instructed that the law on the platform economy be supplemented with an accompanying bill, working out the initiative with economic agencies to take into account all issues of legislative support for the sector.

      According to him, it is important to expand the list of sponsors of targeted training at universities funded from the budget so that state investments in training specialists correspond as much as possible to the tasks of strategic development of the regions and the country as a whole.

      In the autumn session deputies need to ensure the adoption of a bill giving veterans the right to receive secondary vocational education free of charge a second time, which will help them master modern professions, as well as to give all participants in the special operation the right to free travel to and from the military-medical commission.

      In the sphere of special attention for the party, according to Dmitry Medvedev, it is also important to preserve social benefits and guarantees for children of servicemen and veterans for the summer period after finishing school; to grant widows of fighters the right to free admission to universities and colleges without entrance examinations — within a separate quota.

      Dmitry Medvedev instructed United Russia deputies in the State Duma to actively engage in preparing the party infrastructure for the 2026 campaign: to hold meetings with primary party organizations, supporters, members of the Young Guard, to take patronage of fellow party members who were elected as municipal deputies for the first time in the regions.

      “Special attention — to youth and volunteers. And, of course, to veterans of the special military operation. United Russia was the first to respond to the Head of State’s call to involve our defenders in political and public life. We are fulfilling this mission. In 2024, 304 participants of the SMO became deputies from the party, and this year 830 people won from the party,” he said.

      In the conditions of the SMO, United Russia has become the implementer of the President’s course, and solving people’s urgent problems is the party’s absolute priority, Dmitry Medvedev emphasized.

      “We need to continue work on party tasks that are based on the people’s program. Prepare a new version of the people’s program with which the party will go into the elections. I am confident that everyone present has enough experience to combine the election campaign with effective work in the State Duma, to solve people’s pressing problems. Do everything necessary to make life in Russia more comfortable and prosperous. Because this is exactly the absolute priority of United Russia,” he concluded.

      The party’s significant successes in the 2025 elections in Nizhny Novgorod Region also confirmed a high level of people’s trust. The new Nizhny Novgorod City Duma is 70% composed of deputies from United Russia. Of 428 mandates in the representative bodies of municipal authorities in the region, 337 belong to candidates nominated by the party.

      “Undisputed victory of our party in the recent elections is, first and foremost, a great responsibility to the people of Nizhny Novgorod. We face a lot of work. Among the priority tasks is updating the party’s People’s Program. It is a living document that requires constant attention. The main source of information for forming and refining its provisions is feedback from people. The regional branch pays serious attention to primary branches; they ensure direct contact with the population.

      In addition, I would note that the party actively works in the region in all key areas. Settlement improvement is underway. The investment climate is improving. Incomes of the population are growing. Various programs are being developed and launched. Initiatives to support participants of the special military operation and their family members are relevant. Also in the region a “basic parental income” has been introduced and is in demand: these are payments to families with children, the entitlement to which does not depend on means,” said Alexey Antonov, Deputy Chairman of the Legislative Assembly of Nizhny Novgorod Region, head of the United Russia faction in the regional parliament.
