      Director of the NRU Presidential Academy Ekaterina Lebedeva took part in the opening of the third module of the professional development program "Operational Excellence." The program is aimed at preparing the leadership of the executive authorities of the Donetsk and Luhansk People’s Republics, and the Zaporizhzhia and Kherson regions.

      The key theme of the module is improving the efficiency of state and municipal governance and implementing lean technologies.

      Ekaterina Lebedeva noted that large-scale work is underway in the Nizhny Novgorod Region to increase management efficiency. According to her, the Ministry of Personnel Policy, together with KUPNO, are optimizing processes, developing the staffing potential of government bodies, and addressing issues of human capital management and the youth agenda. A culture of continuous improvement has been formed in the regional government, and the practice of creating a Corporate University as a center for civil service transformation has been recognized by the Russian Ministry of Labor as the best in the country.

      "A great deal of attention is paid to the implementation of lean technologies, and this experience forms the basis for work to increase labor productivity in the region," Ekaterina Lebedeva said.

      Also speaking to the participants were Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov, Minister of Industry, Trade and Entrepreneurship of the region Maksim Cherkasov, Deputy Minister of Personnel Policy of the regional government Olga Belyanina, Rector of KUPNO Roman Markov, and Director of the Center for Program and Project Management of the VSHGU Institute Andrey Kuvshinov.

      Yegor Polyakov emphasized that the region has accumulated significant experience in optimizing processes in the public sector. Among the priorities is ensuring that Nizhny Novgorod residents receive public services faster and more comfortably, and the region is ready to share its best practices with all subjects of Russia, paying special attention to the new regions.

      More than 60 attendees are undergoing training. The module in Nizhny Novgorod will continue until 12 September; on that day project work under the guidance of Andrey Kuvshinov is scheduled to take place within the walls of the NRU Presidential Academy.

      The program includes three in-person modules and two remote ones. The first in-person module took place in Moscow on 5–8 August; the second was completed by participants in a remote format. The third, in-person, is taking place in Nizhny Novgorod from 9 to 12 September. Upon completion of the training, participants will receive certificates of advanced training from the Presidential Academy.
