Deputies propose shortening the timeframe for switching on heating in the Nizhny Novgorod Region.

      On September 9, a round table was held in Nizhny Novgorod dedicated to preparing the region's housing and communal services for the 2025–2026 autumn-winter period. The venue for the discussion was the Public Support Headquarters. Participating were the chairman of the Legislative Assembly committee on housing and communal services and the fuel and energy complex, Vladimir Bespalov, representatives of the regional government, supervisory agencies and resource-supplying organizations. The issue of winter preparedness is under the personal supervision of the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.

      Participants summed up interim results and discussed further steps to ensure uninterrupted heat supply in the region. It was noted that preparatory activities are proceeding as usual.

      As of the beginning of September, readiness of housing and communal services facilities is: housing stock – 87.77% (24,342 of 27,733 apartment buildings), boiler houses – 92.77% (1,810 of 1,951), heat networks – 95.39% (3,734.2 km of 3,914.8 km). All 36 heat pump stations are already prepared for winter, and of 283 central heating points, 282 are ready (99.65%).

      One of the key topics of discussion was the deputies' initiative to shorten the period before heating is switched on. Currently the heating season in the region starts after five consecutive days with an average daily temperature below +8 °C. It is proposed to reduce this period to three days.

      Evgeny Lyulin stressed that such a decision would allow heat to be supplied to residential buildings and social institutions more quickly during cold snaps. According to him, preparing for the heating season is a complex technological process, and it is important not to be limited to formal requirements but to achieve real readiness of all systems. He noted that constant attention to the execution of work and prompt response to arising problems are necessary, and that the work itself should be as transparent and efficient as possible.

      As reported by the chairman of the committee on housing and communal services and the fuel and energy complex, Vladimir Bespalov, deputies have been working on the issue of shortening the heat startup period for a long time. He cited the Republic of Belarus as an example where a similar approach is used.

      According to Bespalov, the region demonstrates a high degree of readiness for winter: all heat power facilities are operational, and major works on the heating networks are either completed or close to completion. He noted that the key date for the housing stock is 15 September, by which time preparation of the entire residential sector is expected to be completed. Generation facilities have also accumulated coal and fuel oil reserves exceeding norms, which will guarantee reliable operation even in extremely cold conditions.

      Earlier, Mayor Yuri Shalabaev spoke about the start of the new heating season in Nizhny Novgorod.

      It was also reported that the heat supply scheme for Nizhny Novgorod for 2026 has been approved.
