The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, expressed support for a bill proposing a ban on tattooing persons under the age of 18. He published a post on the subject on his Telegram channel.
According to Lyulin, today reputable tattoo parlors refuse minors if they are under 16. However, the speaker believes it is reasonable to raise the age threshold to 18.
"This is the threshold when an adolescent moves into the stage of conscious maturation. It is during this period that one comes to understand that it is worth being proud of intelligence and physical fitness, but certainly not of a tattoo on a dubious part of the body," said the speaker of the Legislative Assembly of the Nizhny Novgorod Region.
He also referred to the opinion of the first deputy chair of the State Duma Committee on Health Protection, surgical oncologist Badma Bashankaev. The doctor serves on the health commission under the regional parliament's social committee.
According to Bashankaev, tattoos can pose a serious health risk. Unlike vapes or snus, their harm does not appear immediately: pigments accumulate in the lymph nodes and internal organs. This, in turn, increases the risk of developing skin cancers twofold and lymphomas threefold.
"Many in the older generation perceive a tattoo as a harmless prank. But today one can encounter teenagers covering almost their entire bodies with designs, including the face. The aesthetics are questionable, but the harm is proven and real," Lyulin emphasized.
He added that a legislative 18+ restriction would help young people avoid health problems and save money on tattoo removal in the future.
