Nizhny Novgorod Oblast will receive 7.5 billion rubles for a road to an industrial site.

      EconomyThe Government Commission for Regional Development of the Russian Federation, chaired by Deputy Prime Minister Marat Khusnullin, approved granting the region a treasury infrastructure loan in the amount of 7.5 billion rubles. The funds will be used to create engineering and transport infrastructure facilities on the territory of an industrial site in the Volodarsky Municipal District.

      Governor of the Nizhny Novgorod Region Gleb Nikitin reported that the region’s first light-industry industrial park is planned there for 2027–2028. It will include a complex for the production of polyester yarns and fiber, as well as a deep wool-processing complex. The project is aimed at import substitution and creating a full production cycle from raw materials to finished products. In addition, it will help diversify the economy by increasing the share of the textile industry. Investors intend to invest about 38.8 billion rubles.

      Nikitin emphasized that this is a large-scale and unique initiative for the region. According to him, the launch of wool-processing and yarn-production facilities together with the already operating fabric production at the "First Weaving Factory" will make it possible to meet the high demand for textile products. He noted that, thanks to the treasury infrastructure loan, a road will be built and local treatment facilities, lighting, gas, electricity, water supply and sewerage networks will be brought to the site. The infrastructure within the park will shorten the investment cycle of projects. The head of the region thanked the Ministry of Economic Development of the Russian Federation, the Ministry of Finance, the Ministry of Construction, the Fund for the Development of Territories and the department of the Government Office of Russia for their support, noting that the application received positive conclusions from all federal authorities.

      Marat Khusnullin noted the effective work of the Nizhny Novgorod regional government team in creating jobs, developing tourism and implementing socially significant initiatives. He added that the headquarters reviewed 15 projects from 13 regions, and all of them are aimed at improving citizens’ quality of life, developing a modern and comfortable environment, and improving transport and municipal infrastructure. Khusnullin stressed that the achievement of the target indicators of the treasury infrastructure loans program is strictly controlled, as this concerns the effective use of funds and the fulfillment of social obligations to citizens.

      Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov noted that the Ministry of Economic Development, together with the Nizhny Novgorod Region Development Corporation, are conducting systematic work to expand investment infrastructure. One of the key directions, he said, is the creation of sites with ready infrastructure, in this case an industrial park, including on the basis of a territory of advanced development.

      The implementation of the project will increase the workload of enterprises in related industries and provide new jobs.

      The meeting was attended by Deputy Governors Sergey Morozov and Yegor Polyakov, the region’s Minister of Economic Development and Investments Denis Ismagilov, Minister of Construction Dmitry Grunichev and Minister of Transport and Highways Pavel Savateev.

      It is recalled that the Nizhny Novgorod Region has consistently improved its investment climate and in six years rose 68 positions in the national ASI ranking—to second place in the country.

      Since 2025, support for investment activity has been part of the national project "Efficient and Competitive Economy", implemented at the instruction of the President of the Russian Federation Vladimir Putin.
