The procedure for issuing reprimands and dismissing heads of local self-government in Nizhny Novgorod has been approved.

      Governor of Nizhny Novgorod Oblast Gleb Nikitin approved the procedure for issuing reprimands and dismissing heads of municipal formations. The decree was published on September 4, 2025 and came into force upon signing.

      The document was developed in accordance with the federal law "On the General Principles of the Organization of Public Authority in the Subjects of the Russian Federation" and defines the procedure for issuing warnings, reprimands, as well as removal from office of municipal heads.

      Disciplinary measures may be applied to heads of municipalities for failure to perform or improper performance of powers delegated by the state. The basis for this are the results of inspections carried out by authorized regional executive bodies.

      If violations are identified during the inspection, the authorized body shall within 10 working days send the head of the municipality a written order to remedy them. In response the official must within five working days provide written explanations.

      After that, within 20 working days the inspection materials, including a copy of the order and the head's explanations, are forwarded to the governor.

      The decision to issue a warning or reprimand is formalized by the governor's order, which is prepared by the Ministry of Internal Regional and Municipal Policy of Nizhny Novgorod Oblast. Ten working days are allotted for preparing the document.

      In addition, within 15 working days after the month following the issuance of a warning or reprimand, the authorized body checks whether the head has taken measures to eliminate the violations. In the absence of such actions an explanation may be requested and, in the case of an unsatisfactory response, the procedure for removal from office may be initiated.

      The decision on removal is also formalized by the governor's order, which is sent to the head of the municipality and to the representative body of the respective municipal formation within five working days.
