      About 3,000 residents of the Nizhny Novgorod Region have already voted for the comprehensive development of territories (KRT). As part of KRT projects, more than 500 people received keys to new apartments at the investor’s expense, the Ministry of Urban Development and Agglomeration Development of the Nizhny Novgorod Region reported. "We see that KRT is becoming an effective tool for improving people’s quality of life and renewing urban infrastructure. Involving residents in the decision-making process is a key factor in the success of these projects. We strive to take into account the opinion of every owner so that KRT truly meets people’s needs," said Ivan Kargin, Deputy Chairman of the Government of the Nizhny Novgorod Region.

      To date, contracts with investors have already been signed in the region for seven residential development sites, including KRT within the boundaries of Pravda St., Samochkina St., Bolshie Ovragi St., Yanka Kupala St., Belinsky St., Dyakonov St. in Nizhny Novgorod, and Mendeleev St. in the urban district of Sarov. Work continues on two other sites — Panina St. in Nizhny Novgorod and Dzerzhinsky St. in the urban district of Dzerzhinsk. These residential development projects are being implemented by the Institute for Agglomeration Development (State Budgetary Institution "IRANO"), which is subordinate to the region’s Ministry of Urban Development.

      "The fact that residents voted to include their houses within the boundaries of KRT indicates that we have managed to establish a constructive dialogue and take people’s interests into account. The revision of the master plans for the sites on Belinsky, Yanka Kupala and Panina streets, where in the latter case the area of the new clinic was increased to 1,400 square meters — twice the originally planned size — is a vivid example that we are ready to adjust master plans based on the results of voting and the urban development situation," said Mikhail Genin, Deputy Minister of Urban Development and Agglomeration Development of the Nizhny Novgorod Region.

      Before the voting procedure for each KRT residential development project, the regional Ministry of Urban Development and the State Budgetary Institution "IRANO" hold informational meetings where they explain to residents the mechanism of comprehensive territory development, the voting procedure, guarantees for owners and the procedure for providing new housing. Special attention is paid to the voting procedure: the decision to participate in KRT is made at a general meeting of owners if the building has not been declared dilapidated. The meeting is considered quorate if more than 50% of owners’ votes participate. To decide to include a building in KRT, more than two-thirds of votes are required, and to exclude — more than one-third of votes.

      In addition, a chatbot for the federal KRT residential development program has been launched for residents of the Nizhny Novgorod Region, through which one can find answers to frequently asked questions, review regulatory documents and obtain contacts for a personal consultation with a specialist (@KRT_NN_bot).

      Recall that about 50 KRT sites are at various stages of development and implementation in the region, 35 of which have already been approved by the headquarters for urban policy. Only on the approved sites will residents’ housing conditions be improved for more than 100,000 square meters of dilapidated and unsafe housing, which will be replaced in the region by almost 4 million square meters of new housing.
