IncidentsIn the first half of 2025, law enforcement officers in the Nizhny Novgorod region carried out a number of large-scale operations aimed at identifying violations of migration legislation. As part of three regional operations — "Migrant", "Foreign Specialist" and "Labor Migrant" — and the federal interdepartmental campaign "Illegal-2025", a large number of legal entities and individual entrepreneurs employing foreign nationals were inspected. This was reported by the regional Main Directorate of the Ministry of Internal Affairs.
Following the inspections, 828 employers who violated the legal requirements when employing foreign labor were held administratively liable. The total amount of fines imposed exceeded 21 million rubles.
As emphasized by the regional Ministry of Internal Affairs, the greatest number of violations are found during inspections at sites where large numbers of foreign workers are concentrated. These are most often construction sites, manufacturing enterprises and other facilities owned by legal entities and individual entrepreneurs.
Police officers remind employers that they are responsible for engaging foreign nationals without the appropriate permits or patents, as well as for violating the procedures for processing the documents necessary for migrants' lawful stay in Russia.
When foreign nationals working without legal grounds are discovered, employers may be held liable under Articles 18.9 and 18.15 of the Code of Administrative Offences of the Russian Federation. In this case, the maximum fines are up to 70,000 rubles for officials and up to one million rubles for companies and individual entrepreneurs for each illegal worker.
In addition, the foreign nationals who violated migration rules may be fined in accordance with Articles 18.8 and 18.10 of the Code of Administrative Offences of the Russian Federation.
Law enforcement pays special attention to the provisions of Decree of the President of the Russian Federation No. 1126 of 30 December 2024. In accordance with it, foreigners who do not have legal grounds for staying in Russia are obliged either to leave the country voluntarily or to regularize their legal status by 10 September 2025.
The police of the Nizhny Novgorod region urge residents to remain vigilant. If you become aware of violations of migration legislation, immediately report them to the nearest police station or by calling 02 or 102 (from a mobile phone).
It was previously reported that nearly 600 migrants were deported from the Nizhny Novgorod region in 2025.
