      Incidents. The Nizhny Novgorod Regional Court left unchanged the sentences of former regional transport minister Vadim Vlasov and the former head of the state institution "Main Directorate of Highways" (GUAD), Denis Tsvetkov. Appeals filed by both the defense and the prosecution were dismissed. This was reported by Kommersant‑Privolzhye.

      According to the case materials, in 2018 Vlasov, while serving as minister, gave oral instructions to his subordinate Tsvetkov not to sign contracts for road maintenance with firms that had won government tenders. These companies belonged to entrepreneur Ivan Semov.

      The GUAD subsequently annulled the auction results, citing allegedly inadequate bank guarantees. However, the antimonopoly service deemed this decision unfounded. The investigation established that Vlasov acted in the interests of another businessman — Alexander Vasin.

      Vlasov categorically denied his guilt, claiming that Tsvetkov had given false testimony against him. In turn, the former director of the GUAD said he had merely followed the minister's orders. Despite the parties' arguments, the appellate court found no grounds for mitigating or increasing the punishment. The sentences remained in force.

      Recall that in June 2025 Vlasov was sentenced to four years of forced labor. Tsvetkov received a suspended sentence — two years and six months' imprisonment. The prosecution had sought six years in prison for the former regional transport minister.
