Nizhny Novgorod Governor Nikitin may be elected to a third term.

      The Governor of Nizhny Novgorod Region, Gleb Nikitin, may be elected to the office for a third and subsequent consecutive terms. This was said to IA "Nizhny seychas" by the director of the region's state-legal department, Leonid Litvinenko, on August 25, 2025.

      He recalled that in 2022 the federal government removed limits on the number of terms for regional heads. After that, a number of subjects abolished the restriction at the level of regional legislation. According to Litvinenko, the law in Nizhny Novgorod Region was likewise brought into conformity with the federal law, and now Gleb Nikitin can run for a third and subsequent terms.

      It should be added that in 2022 the Nizhny Novgorod Government wanted to keep the ban on electing the governor for more than two consecutive terms. The Governor of Nizhny Novgorod Region submitted a draft amendment to the regional legislature, but then the Government used the federal provision "On Basic Guarantees of Electoral Rights" and proposed to keep the restriction. It was supported by the deputies of the Legislative Assembly at the meeting on November 24, 2022.

      In response to a request from IA "Nizhny seychas", the Legislative Assembly answered that the amendment was nevertheless adopted by a resolution dated December 2, 2022. Thus, despite the regional Government's proposal, the law was still brought into conformity with the federal law, and the restriction was removed.

      According to the Charter in its new edition, "the governor is elected for five years by citizens of the Russian Federation residing in the territory of the region...". In the edition prior to December 2 it was stated that "the governor is elected for a term of five years and may not hold the specified office for more than two consecutive terms."

      Recall that Gleb Nikitin has held the office of Governor of Nizhny Novgorod Region since 2017. He spent his first year in office as acting governor, and in 2023 he was elected to a second term.
