      A meeting of the Committee on Housing and Utilities and the Fuel and Energy Complex was held in the Legislative Assembly of the Nizhny Novgorod Region. Deputies discussed a draft amendment to the regional law "On Housing Policy in the Nizhny Novgorod Region." The document was drafted to bring the regional law into compliance with the Housing Code of the Russian Federation.

      The bill proposes to grant the government of the Nizhny Novgorod Region the authority to conduct technical accounting of the housing stock, including technical inventory and passporting. Regional authorities will also be tasked with organizing and maintaining an archive of technical documentation for housing stock facilities.

      "The adoption of the bill is necessary so that in the continued operation of an apartment building all the specifics of its construction, the materials used and the technologies applied are taken into account. This will prevent situations similar to those in the 1990s, when documentation was lost and owners were left without complete information about their building," emphasized Vladimir Bespalov, chairman of the Committee on Housing and Utilities and the Fuel and Energy Complex.

      In accordance with the new federal norms, developers will be required to enter all parameters of newly constructed apartment buildings into the State Housing and Utilities Information System. After a building is commissioned, the constituent entity of the Russian Federation must ensure the collection and storage of all necessary technical and as-built documentation.

      "Every person should have full access to all information about their building — from the materials used to the technical specifics. This is, among other things, a matter of people's safety and of preserving the quality of the region's housing stock," said Evgeny Lyulin, chairman of the Legislative Assembly of the Nizhny Novgorod Region.
