The number of accidents involving e-scooter riders and other personal mobility devices (PMDs) is not decreasing, and a large share of accidents involves kicksharing devices. However, at the moment they are not held responsible for this.
To improve road safety and protect the interests of road users, it is proposed to introduce voluntary insurance for PMD riders, similar to the OSAGO system for motorists. This initiative was put forward by Yaroslav Nilov, chairman of the State Duma Committee on Labor and Social Policy, reports the TV channel "360".
The deputy noted that there are no insurance guarantees for private and corporate PMDs, including delivery services, and the law does not require their compulsory insurance. This puts road users and urban infrastructure at risk from PMD users, especially couriers on e-scooters in large cities.
The policy that professional PMD users will be required to purchase will include life, health, and liability insurance for causing harm to other road users in the event of an accident. The deputy also noted the need to pay compensation to victims.
To implement the initiative, Nilov appealed to the Central Bank of Russia with a proposal to consider the corresponding mechanism. In his view, this would be an important step toward improving road safety.
Earlier, NIA "Nizhny Novgorod" found that city authorities do not plan to completely ban e-scooters.
