      From September 1, 2025, changes will be made in Russia to the procedure for medical examination of drivers for intoxication. These innovations are aimed at increasing the objectivity and transparency of the procedure, as well as preventing possible manipulation.

      One of the key changes will be increasing the interval between two attempts to use a breathalyzer from 15–20 to 15–25 minutes. A 30-minute deadline will also be established for providing a urine sample for chemical-toxicological analysis. If this deadline is exceeded, doctors will proceed to a blood test.

      Special attention will be paid to information about medication use. Drivers will now be required to list in the referral for tests all medications they are taking, including names and dosages. This will help avoid false-positive results that can be caused by some medicines.

      Candidate of Medical Sciences, addiction psychiatrist Marat Saraev told the TV channel "360" that these changes will help more accurately determine the state of intoxication and prevent possible abuse of the procedure. He also emphasized that some medications can produce false results, so doctors will take into account both clinical signs and the pattern of medication use.

      If a person is unconscious after a traffic accident, a blood test will become mandatory. If a person refuses to provide samples, after 30 minutes they will be considered to have refused the medical examination.

      Despite the innovations, a doctor has the right to determine a state of intoxication even with negative test results if clinical signs indicate otherwise. At the same time, the specialist must be able to distinguish intoxication from the consequences of injuries, such as impaired cerebral circulation or shock.

      These changes are aimed at improving road safety and protecting drivers' rights. They will help avoid situations in which drivers may be unfairly accused of operating a vehicle while intoxicated.

      Recall that the updated list of contraindications to driving will also come into force on September 1, 2025.
