      At the government-owned site of the Kulibin special economic zone (SEZ) in Dzerzhinsk, 50% of the infrastructure construction work has been completed. This site occupies 416 of the zone’s total 724 hectares, the press service of the Nizhny Novgorod regional government reported.

      Networks for gas, water and power supply, sewerage, road construction, sidewalks and parking lots are currently being actively laid on the site, and two checkpoints are being built. Work on gas and power supply, as well as on roads and parking areas, is the most advanced — their readiness is about 80–90%. Completion of all infrastructure facilities is planned for 2026.

      At the same time, nine industrial buildings and one administrative building are under construction on the territory. Foundation works, installation of metal structures and facade panels are already underway at the facilities. The first phase of the industrial buildings is planned to be commissioned by the end of the current year.

      Gleb Nikitin, governor of the Nizhny Novgorod region, emphasized that developing industrial infrastructure for investors is an important part of the federal project “Increasing Investment Activity,” which is part of the national project “Efficient and Competitive Economy.” He noted that the region ranked second in last year’s National Investment Climate Ranking, behind Moscow. According to him, interest in the site is very high, it is almost fully occupied, and options for expansion are currently being considered.

      Gleb Nikitin also noted that creating turnkey infrastructure is especially important for business in the current economic conditions.

      Deputy Governor Andrey Sanosyan reminded that the Kulibin SEZ is among the top three industrial sites in Russia for client orientation, according to the Expert analytical center. He added that investors are attracted not only by tax incentives but also by a comprehensive approach — from creating an ecosystem with housing and social infrastructure to assistance in recruiting staff and establishing sales markets.

      It is expected that in 2025 around ten companies operating in the chemical and processing industries, as well as in consumer goods manufacturing, will begin construction on the state site.

      The managing company of the special economic zone is the Nizhny Novgorod Region Development Corporation. According to its head, Igor Ishchenko, the expert council has so far approved 43 projects with a total investment volume of about 129 billion rubles. Companies are at different stages of implementation — from design to construction. For the convenience of residents, a network of temporary roads has already been created to allow work on their plots.

      The Kulibin SEZ was established in May 2020. In the spring of 2023 its area was increased tenfold — to 724.7 hectares. In November 2024 an application was filed for further expansion within the borders of the municipal district of the city of Bor. The zone includes both state territory and private sites of the enterprises DPO “Plastik,” “Oka-Polymer” and “Sintez OKA.”

      SEZ residents receive tax preferences: the profit tax rate is reduced from 25% to 2% for the first five years from the date profits are received, to 5% for the next five years and to 14.5% thereafter. Zero rates are also set for property, land and transport taxes.

      The national project “Efficient and Competitive Economy,” initiated by Russian President Vladimir Putin, is aimed at forming a new model of economic growth. It includes federal projects on the development of small and medium-sized businesses, increasing labor productivity, boosting investment activity, low-carbon development and improving the system of statistics and forecasting.
