      The VARMSU Association has, for the first time in its history, submitted applications on behalf of municipalities to participate in the All‑Russian competition "Best Municipal Practice." The organization's press service reported this.

      This became possible thanks to new powers that VARMSU received after amendments were made to Russian Government Resolution No. 815 of 18 August 2016. The updated version of the document came into force on 14 May 2025.

      For the first time the Association submitted municipalities to the competition that had previously not been winners of the regional stage or had not participated in it at all, but which nonetheless possess significant and recognized experience in the field of local self-government.

      VARMSU co-chair and member of the presidium of the Council under the President of the Russian Federation for the Development of Local Self-Government, Irina Guseva, thanked the Government of Russia and personally Deputy Prime Minister Marat Khusnullin, under whose chairmanship the Federal Competition Commission operates.

      "We are grateful for the opportunity for VARMSU to become part of this team and to submit applications from municipalities to the commission. This is another confirmation of the systematic work of all levels of government and recognition of the important role of local communities in the country's development," Guseva said.

      According to her, this year the Association submitted competition applications from municipalities in ten regions: Amur, Kaluga, Nizhny Novgorod, Saratov, Samara, Smolensk, Yaroslavl and Kemerovo oblasts, as well as the Republic of Tatarstan and the Yamalo‑Nenets Autonomous Okrug.

      "I am confident that next year the geography of participants we will represent will expand significantly," she added.

      According to the established rules, VARMSU is entitled to submit no more than five applications from municipalities to the commission within each competition nomination and participant category.
