Elections to the Nizhny Novgorod Duma: candidates registered, campaigning begins.

      Less than a month remains until the elections for deputies of the first convocation Duma of Nizhny Novgorod, scheduled for 14 September. And the election campaign is entering an active phase. More than 200 candidates have been registered, sites for campaigning have been prepared, and voters are being informed using modern technologies.

      227 people and six parties

      This year the Duma of the first convocation will be formed, because after the annexation of the Kstovo district to Nizhny Novgorod the number of deputy mandates increased from 35 to 39. The electoral commission registered 227 candidates from six parties: United Russia (39 candidates), LDPR (39 candidates), the Party of Pensioners for Social Justice (39 candidates), the Communist Party of the Russian Federation (CPRF) (38 candidates), New People (37 candidates) and A Just Russia — Patriots — For Truth (35 candidates).

      Nizhny Novgorod residents face campaigning

      A media campaign lies ahead for candidates and voters. It will begin on 16 August and end at midnight on 12 September.

      Candidates will be able to place materials both free of charge and for a fee. In total, 28 media outlets will participate in the campaign; they have pre-published and submitted to the electoral commission information about the cost of placing materials: three television companies, one radio station, 16 newspapers, including three publications obliged to provide free print space, and eight online publications.       On 11 August the electoral commission held draws to allocate free print space in three municipal publications — Mayak, Krasny Sormovich and City Day. Nizhny Novgorod.

      As Deputy Chair of the Commission Anna Krasilnikova noted, this procedure is an important part of the democratic process, guaranteeing equal conditions for all participants.

      From door-to-door visits to digital services

      Great attention is also being paid to informing voters. From 15 to 30 August the InformUIK project will be implemented in Nizhny Novgorod. Members of precinct election commissions will undergo training and conduct door-to-door visits, informing citizens about the date and place of voting. In particular, they will explain that voting can only be done in person and that polling stations will be open from 08:00 to 20:00. Their addresses can be found on the Gosuslugi portal or on the official website of the regional electoral commission in the “Digital Services” section.

      Secretary of the Electoral Commission of the Nizhny Novgorod Region Svetlana Cheremina noted that such a system was first tested in the region in September 2023 in Shakhunya during the gubernatorial election.

      “And at the presidential election in Russia in March 2024 — already across the entire region. And it has proven itself only positively,” she said.

      During the visits, precinct commission members will not only be able to inform voters about the voting process but will also test the mobile application Teleform, which allows verifying voter data and informing about upcoming elections and voting methods.

      In addition, digital information is being actively used: scrolling text on “smart” stops, screens in elevators, banners and posters in designated areas.

      Information about the elections and candidates will also be posted on more than 675 information boards, billboards and bus shelters.

      Transparency and legality: how control is organized

      Great attention is paid to monitoring the legitimacy of the elections. The Public Chamber of the Nizhny Novgorod Region is preparing a large pool of observers. A situation center and a hotline for reports of possible violations will also operate.

      In addition, journalists will be present at polling stations on voting days and during the counting of results. The electoral commission continues to accredit media representatives. As of 13 August nine editorial offices out of 12 that applied have already received accreditation.

      The electoral commission emphasizes that all these measures are aimed at ensuring transparency and legality of the electoral process.
