The investigation into the criminal case against the former general director of Nizhny Novgorod JSC "Teploenergo", Ilya Khalturin, has been completed.
The criminal case has been sent to court, the Investigative Committee for the Nizhny Novgorod Region reported.
According to the agency, the defendant faces three counts of exceeding official authority, committed for personal gain or other personal interest.
According to the investigation, in 2023–2024 the defendant instructed the head of a subsidiary to conclude a contractor agreement to amend the design-and-estimate documentation for the reconstruction of a facility. This decision, the investigation says, was driven by an attempt to demonstrate the effectiveness of his work and to keep his highly paid position.
As a result, the state suffered damage of more than 8.9 million rubles, and the cost of implementing the project unjustifiably increased by more than 180 million rubles.
In addition, in 2023 the defendant, seeking to conceal shortcomings in his work, created an advantage for an affiliated organization in procurements for the company’s needs. He also initiated the signing of additional agreements, which led to a further overstatement of the project’s cost.
The investigation also found that the former head unlawfully increased the salary of the general director of the subsidiary, thereby causing financial loss to JSC "Teploenergo" of more than 400,000 rubles.
The criminal case, with an approved indictment, has been sent to court for consideration on the merits.
Recall that Ilya Khalturin was detained in July 2024. He was charged with exceeding his official authority during the modernization of the Nagornaya heat plant.
In early August 2025 he was released after the maximum allowable period of pre-trial detention expired. However, almost immediately after his release from the detention center, Khalturin was detained by FSB officers, after which he was brought to the investigator and to the Moskovsky District Court. The former head of "Teploenergo" was again remanded in custody.
