      A revised bill will be submitted to the State Duma providing for the introduction of paid education for foreign citizens in general education and vocational institutions. This was reported by deputy Yaroslav Nilov, the "360" TV channel reports.

      The initiative also envisages granting foreign students three free attempts to pass a Russian language proficiency test within a year. According to Nilov, if a foreign citizen fails to pass the test three times, they will be asked to leave the country. If they wish to continue their studies, they will be required to pay for the services.

      The deputy emphasized that additional expenses for educating foreign students should be covered by sponsorship or parental funds, and not at the expense of educational institutions' budgets and teachers' salaries.

      He also noted that teaching foreigners will require an increase in the number of class hours and the development of specialized programs, which, in his view, should not come at the expense of resources intended for local students.

      Nilov noted that introducing paid education for foreigners could become a source of additional funds that could be directed toward improving the material and technical base of educational institutions and increasing teachers' incomes.

      In early July the State Duma had already considered a similar initiative but rejected it, suggesting that the proposed mechanisms be refined. According to Nilov, the revised bill, which was prepared jointly with colleagues from different factions, now has a better chance of being adopted.
