
Lyulin: support standards and conditions are needed for young specialists at enterprises

In Perm on August 8, a meeting of the Council under the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Igor Komarov, took place. The event was attended by the Chairman of the Council of Legislators of the Volga Federal District and Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin. Participants discussed key issues of support for working youth in the district, exchanged regional practices and outlined ways to solve current problems.
As noted during the meeting, according to statistics more than 5.2 million young people aged 18–34 live in the Volga Federal District. To date, regions of the VFD are already implementing a package of measures to support them: payments to young doctors, teachers and agricultural workers, mortgage rate compensations, relocation programs to rural areas ("Zemsky Doctor", "Zemsky Teacher"). Large enterprises in the district supplement government initiatives with corporate benefits: paying housing rent, health insurance, and organizing sports and cultural events. Youth specialist councils, of which there are already more than 600 in the VFD, help newcomers adapt in the workplace, organize volunteer projects and represent youth interests to management. According to Igor Komarov, the leaders in the number of youth councils at enterprises are Tatarstan (about 130), Chuvashia and Perm Krai (more than 90), and the Samara and Nizhny Novgorod regions (more than 60).
Lawmakers paid special attention at the meeting to the district project "MoloT" (Youth Labor), launched in 2025 at the initiative of Igor Komarov. It includes sports competitions, intellectual contests and military-patriotic events. In its first year the project brought together 16,000 participants from 394 enterprises in the VFD.
Despite positive practices, meeting participants highlighted a number of systemic problems: the absence of unified standards for working with youth, weak informational support for support measures and a shortage of specialists in this area.
To address them, Council members proposed concrete steps. Rosmolodezh was recommended to develop a Standard of Corporate Youth Policy and create a National Ranking of Companies for Working with Youth. Regions of the VFD were instructed to expand housing programs, subsidize kindergarten fees and strengthen support for rural youth. The State Duma Committee on Youth Policy was recommended to work out the issue of tax deductions for young specialists renting housing, and the Russian Union of Youth was tasked with scaling the "MoloT" project to the federal level.
"The demands of working youth — career, adaptation at production sites, housing, sports, culture — have long been urgent. The solution is not in directives to business, but in developing clear standards of support and creating conditions under which enterprises will consciously implement a package of measures that make a young specialist's work attractive and promising. Only this way will we stop the outflow and provide industries with loyal personnel," said Evgeny Lyulin.
