      The head of the State Duma Committee on Labor, Social Policy, and Veterans' Affairs, Yaroslav Nilov, proposed restricting the activities of collection agencies. In his opinion, it is necessary to ban collectors from purchasing debts of citizens with more than 60 days overdue from banks.

      In an interview with the "360" channel, Nilov emphasized that collection activities generally require reconsideration. Despite attempts at regulation, only individual measures have been implemented so far. He noted that collectors are often interested in increasing the debt amount, which leads them to actively pursue overdue debts, where significant fines and penalties accumulate over time.

      To protect citizens' rights, Nilov suggested legislatively limiting the sale of debts by banks to collectors if they are overdue by more than two months. He also proposed banning the transfer of debts older than 60 days to collectors, and that debts before this period be transferred only with the debtors' consent. This should prevent situations where collectors select the most profitable debts for themselves and employ aggressive recovery methods, exerting pressure on over-indebted citizens.

      Recall that two years ago, the State Duma adopted a law introducing criminal liability for collectors: threats, property damage, blackmail, and other unlawful actions can result in sentences of up to 10 years, especially if committed by an organized group. The new article in the Criminal Code of the Russian Federation also provides for fines of up to 5 million rubles and forced labor.
