Evgeny Semenov: "The experience of the Nizhny Novgorod region can be replicated."

      SocietyIn March 2025, the Nizhny Novgorod region won the all-Russian contest "Capital of Financial Culture." The contest, organized by the Ministry of Finance of the Russian Federation and the Central Bank of Russia, featured our region's interactive project "Resident of the Capital of Financial Culture." The main idea of this project is to improve the financial literacy of the population. Modern gamified and interactive technologies are used in the project's implementation.

      Yevgeny Semenov, Deputy Chairman of the Public Chamber of the Nizhny Novgorod Region, head of the Nizhny Novgorod branch of FoRGO, political scientist, PhD in Political Sciences, associate professor:

      "The experience of the Nizhny Novgorod region in implementing the modern interactive educational project 'Resident of the Capital of Financial Culture' can serve as a foundation and be replicated. The issue is not with the project's success or demand from consumers—that's obvious.

      There is also no question about the spheres where a similar project-based approach could be applied. Whatever areas of life and activity we name—from healthcare and utilities to gardening and repairs—there is an inherent need to enhance personal competencies. It is clear that this list will remain open.

      The question is: who will act as the Customer, Investor, and Coordinator of this work? The 'Resident of the Capital of Financial Culture' project had very worthy customers and investors—in particular, the Ministry of Finance and the Central Bank of Russia, as well as the impeccable coordinator— the Government of the Nizhny Novgorod Region. However, it would be naive to expect these same structures to further develop the project idea, as this is not their core activity.

      The task can be addressed systematically, relying on institutions, resources, and infrastructure. Russia has established successful institutions that could serve as financiers and clients for these social innovations. These are funds—ranging from government to private, from solid federal ones to smaller regional ones. They or a specially created Fund could act as both Customer and Investor.

      The Russian Society "Knowledge" could serve as the coordinator of this work. As a public-private educational organization in Russia, this structure could create a dedicated educational direction that utilizes gamified and interactive educational technologies, replicating successful experiences across the country."
