SocietyIn March 2025, the Nizhny Novgorod Region won the All-Russian contest "Capital of Financial Culture." The contest, organized by the Ministry of Finance of the Russian Federation and the Central Bank of Russia, was represented by our region with an interactive project called "Resident of the Capital of Financial Culture." The main idea of this project is to improve financial literacy among the population. Modern gamified and interactive technologies are used in its implementation.

"The approaches used in the 'Resident of the Capital of Financial Culture' project—such as managing personal finances, forming responsible and safe financial behavior, and developing investment skills—are declared by many but are quite rarely applied widely.
That more than 24,000 residents of Nizhny Novgorod found it necessary to register on the portal, and thus be prepared to learn new knowledge and even organize educational events, is undoubtedly a positive sign. Skeptics might say that 24,000 is less than one percent of the population. But, as the saying goes, one percent is enough to change the lives of the remaining 99%.
Before discussing where else a similar approach could be applied, it’s worth beginning with noting the systematic and comprehensive approach, which goes beyond one-time lectures and involves long-term engagement, education, and support.
This approach can, for example, be applied in the field of a healthy lifestyle: regular consultations with dietitians, cooking workshops for healthy food, sports clubs based on interests, and even personal training. The goal remains the same—not just to inform but to create an environment where healthy habits become the norm.
Another important aspect is that the project considers different levels of knowledge and needs of participants. This is crucial in the educational sphere, where instead of standardized programs, individual educational trajectories can be developed, taking into account each child's abilities, interests, and learning pace. The tools used include project activities, mentoring, interactive platforms, and flexible methods.
People learn, share experiences, and motivate each other. This principle can also be applied in the social sphere, for example, supporting the elderly or people with disabilities, as well as in employment and career development.
The main point is to teach specific actions that bring tangible benefits.
I am very eager to find out how this program has affected the reduction (both in the Nizhny Novgorod region and across Russia) in the number of people falling for scams."
