      Society: Vice-Rector of the Nizhny Novgorod Institute for Education Development (NIRO), Nikolai Barmnin, successfully sued to have a reprimand revoked, which he received following the exam retake in 2024. According to "Kommersant-Privolzhye," the court recognized that the punishment was unfounded, and in the summer of 2025, the decision was upheld on appeal.

      It is recalled that on May 27, 2024, approximately 4,500 ninth graders were unable to take their exams on time due to a system technical failure. Following this, NIRO conducted an internal investigation, which resulted in Barmnin and the head of the Regional Information Processing Center (RЦОИ) receiving reprimands, with four other staff members receiving formal notices. The regional Minister of Education, Mikhail Puchkov, stated that those responsible would be held accountable, though he did not disclose any details.

      The institute decided that Barmnin should have overseen the work of RЦОИ. He disagreed with this, emphasizing that organizing and technically supporting the exams was not within his responsibilities.

      Later, it was found that the failure occurred due to insufficient server capacity. During preparation for the exam, servers were configured to the minimum requirements provided by the developer. During testing, everything functioned correctly; however, the system was not tested under real load, leading to it being overwhelmed on exam day. The employee responsible for the setup had already resigned by the time of the court proceedings.

      The court concluded that RЦОИ reports directly to the rector and the vice-rector for information policy, not Barmnin. Therefore, his reprimand was deemed unlawful. The institute itself was fined 50,000 rubles for violating exam procedures.

      It was previously reported that 72 high school graduates in Nizhny Novgorod scored 100 on the Unified State Exam (EГЭ).
