The law on administrative responsibility for bothering citizens in public places, adopted by the Legislative Assembly of the Nizhny Novgorod Region, has received support at the federal level. Commenting on the initiative, State Duma deputy from the region Yury Stankevich noted the importance of the adopted decision, emphasizing that the Nizhny Novgorod Region is reproducing rules previously adopted in Moscow, Sverdlovsk, Yaroslavl regions, and several other subjects.
According to the amendments to the Code of Administrative Offenses (CAO), intrusive actions in public places — such as blocking the path, grabbing hands, clothing, or personal belongings — for the purpose of begging or fortune-telling will now be punishable by a fine of three to five thousand rubles.
In the opinion of the parliamentarian, the law will help bring order to popular public spaces.
"I hope that the law, combined with law enforcement control, will serve as a bucket of cold water to the various masqueraders who have settled in places of rest, family walks, tourists, and pilgrims not only in Nizhny Novgorod and Arzamas, but also in other settlements of the region," Yury Stankevich noted on his Telegram channel.
He also suggested the possibility of increasing responsibility in the future: "Considering law enforcement practice, perhaps it will be necessary to discuss increasing fines."
It is worth recalling that Yury Stankevich previously called for order to be restored at the container fuel stations market.
