Authorities in Nizhny Novgorod have passed a law prohibiting begging in public places. The initiative was proposed by the Arzamas City Duma at a session of the Legislative Assembly of the Nizhny Novgorod Region on July 31.
The measures taken will protect citizens and tourists from intrusive offers by fortune-tellers, promoters, and street performers in crowded areas and on tourist streets.
Previously, no such law existed in the region, and the activities of beggars were unregulated. Amendments to the Administrative Code establish administrative responsibility for bothering people in public spaces. Police will draw up protocols if such violations are found, and cases will be reviewed in court. Offenders will face fines.
"Now, the law clearly defines acceptable behavior in public places, safeguarding citizens' rights to peaceful visits to parks, squares, and attractions," explained Evgeny Lyulin, the regional parliament speaker.
Similar measures have already proven effective in Moscow, Kostroma, and Yaroslavl regions.
