      Society Since July 1, in the Nizhny Novgorod Region, 84% of recipients of regional family (maternity) capital have chosen to receive monthly payments ranging from 10,000 to 30,000 rubles. This form of support, called "parental salary," is paid out over three years.

      The Autonomous Non-Commercial Organization "Institute of Demographic Development of the Nizhny Novgorod Region" reminded that this measure is implemented as part of the "Basic Income for Parents 'Osnova'" program and aligns with the goals of the national project "Family." The program has become one of the key initiatives during the Family Five-Year Plan announced in the region.

      The total support amount per child can reach up to 1 million rubles, including regional and federal payments. Families can choose how to receive the funds: as a lump sum or monthly. This approach gives parents the freedom to plan their expenses.

      Any family where a child is born can receive the "parental income" — regardless of income level. The main condition is that the mother and child have registration (permanent or temporary) in the Nizhny Novgorod Region and an official birth registration in the regional registry office.

      According to Evgeny Zhuravlev, director of the Institute of Demographic Development, the first month of the program’s operation showed strong family interest in the regular payment format. He noted that such support helps families better plan their budgets and immediately creates comfortable conditions for raising a child.

      Gleb Nikitin, the governor of the Nizhny Novgorod Region, previously emphasized that raising children is a responsible and important task. He called parenthood a true profession, and, in his words, "parents' salaries should also exist."

      The payment format can be adapted depending on the birth order of children: options include monthly transfers, a one-time targeted payment, or a combination of both. In the case of twins or children born within a short interval, payments can be accumulated and combined.

      When the first child is born, the "parent’s salary" amounts to 360,000 rubles — 10,000 rubles per month for three years. With the federal maternity capital included, the total reaches 1 million rubles. When a second child is born, families can choose: receive 22,222 rubles monthly for three years or take an immediate 500,000 rubles plus an additional 20,000 rubles over 15 months. The shortfall to reach one million is compensated from the federal budget.

      From the third child onward, the full support amount of 1 million rubles is provided from the regional budget. Multi-child families can opt for either a one-time payment of 700,000 rubles and 30,000 rubles for 10 months or monthly payments of 30,000 rubles over three years. Starting from the fourth child, a similar choice is offered: 1 million rubles immediately or 30,000 rubles monthly for three years.

      Funds paid as the "parental salary" are transferred to a bank card and can be used for any family needs — from medicines to travel and celebrations. Targeted payments are designated for major expenses such as mortgage repayments, education at universities and colleges, car and housing purchases, construction (including shared ownership), and house gasification.

      The "Basic Income for Parents" program was developed based on data from a survey conducted by the Institute of Demographic Development in 2024, where 62% of Nizhny Novgorod residents preferred monthly payments until the child reaches adulthood rather than a lump sum. The new format explicitly takes these preferences into account by providing families with flexible conditions and a broad choice of expenditure directions.
