      The main topic of the meeting of the State Council Commission on "Economy and Finance" was the possibilities of increasing revenues for regional budgets, held by Chelyabinsk Governor Alexey Teksler.

      During the meeting, he noted that the growth rates of revenues to the budgets of regions significantly slowed down in the first half of the year. According to Teksler, amid ongoing challenges, systemic solutions are needed to stabilize the financial situation of the regions.

      One such step he called for was the analysis of tax expenses related to federal deductions. Additionally, the governor pointed out the imbalance in profit distribution from investment tax credits: regions allocate funds from their budgets, while the federal center receives the interest on them.

      The possibility of increasing subsidies to the regions of the Russian Federation to balance budgets was also discussed. Particular attention was given to the issue of compensating expenses for increasing wages of public sector employees.

      Participants of the meeting concluded that regional expenditures need to be optimized. Among the proposals are transferring part of the costs and monitoring the exceeding of established deficit and public debt levels, considering expenses for conducting the special military operation (SVO). The possibility of postponing the repayment of treasury loans from 2025 to 2026 is also under consideration.

      "Many initiatives have already received support from the Ministry of Finance. We see that dialogue is established, and regions facing difficult situations can count on assistance. The commission consolidates all regional issues and continues working with the Ministry of Finance to fulfill social and other obligations," emphasized Alexey Teksler.

      Additionally, the meeting reviewed a draft federal law on state regulation of the production and circulation of tobacco and nicotine-containing products. One initiative involves directing part of the excises to regional budgets. Participants believe this will increase regional income, boost efforts against counterfeiting, and legalize the market.

      "The bill aims to address the problem of the gray tobacco market. Licensing is a necessary measure. Federal agencies will be responsible for wholesale trade, while regions will handle retail. We propose a new distribution of excises so that part of the revenue goes to regional budgets. Dialog with the Ministry of Finance on this issue continues," noted the governor.
