Support for participants in the SVO, families with children, retirees: "United Russia" summarized the faction's work during the spring session of the State Duma

      The United Russia faction paid special attention during the spring session to supporting participants of the special military operation (SMO) and their families, families with children, as well as regulating the migration sphere, protecting citizens from cybercrime, and supporting small and medium-sized enterprises.

      "According to the main directions of legislative initiatives, the plans set by the party have been fulfilled. The number of bills currently introduced consolidately by senators and State Duma deputies representing 'United Russia' is increasing. This includes a growing number of bills concerning support for SMO participants and their initiators," noted Vladimir Yakushev, Secretary of the General Council of 'United Russia,' summarizing the work of the spring session of the State Duma.

      According to him, this reflects the consolidated position of 'United Russia' members on this issue.

      "The direction of support for SMO participants and their families is currently one of the main areas within both the Duma faction and the Federation Council senators representing the party," emphasized Vladimir Yakushev.

      First Deputy Head of the 'United Russia' faction in the State Duma Dmitry Vyatkin highlighted that one important initiative to support SMO participants was expanding the circle of individuals eligible for the 'veteran of combat actions' status.

      "We extended this status to citizens defending border areas of the country. Additionally, military personnel from the Ministry of Emergency Situations (MES) involved in demining territories after combat operations received veteran status," he explained.

      Furthermore, laws have been adopted to simplify the issuance of powers of attorney for volunteers, inheritance procedures, and expand access to free legal aid.

      "Recently, a law was adopted allowing the spouses of fallen SMO participants to retain the right to use a vehicle. Naturally, this also extends to opportunities in education, retraining, acquiring new professions, and expanding labor guarantees," Dmitry Vyatkin added.

      About ten more bills related to supporting SMO participants and their families will be reviewed by 'United Russia' in the autumn session of the State Duma.

      First Deputy Speaker of the State Duma Alexander Zhukov discussed other socially significant laws of 'United Russia.'

      "One of the key topics concerns migration regulation, particularly the fight against illegal migration. Of course, our focus remains on supporting motherhood and childhood. This primarily includes extending the validity of maternity capital until December 31, 2030, and increasing the tax-exempt payments to mothers who have given birth from 50,000 to 1 million rubles," he said.

      "It’s also important that maternity and childbirth benefits for university and college students have been increased. Additionally, military pensions have been indexed—from January 1, 2025, to inflation levels of the past year. Several laws have been adopted to protect people from cybercrime, a topic of concern for many. A ban has been established on forcing consumers to accept additional goods, services, or work, which affects many citizens. Several laws have been passed regarding credit holidays, and in the autumn session, we will consider issues related to credit holidays upon the birth of a child," he explained.

      Great work has also been done to improve secondary vocational education and university training, emphasized Alexander Zhukov.

      "This includes government initiatives on this topic and a series of crucial laws. For example, a law on conducting an experiment to expand access to secondary vocational education," he added.

       Amendments to the Budget Law have also been adopted.

      "In these amendments, expenditures have been increased by over 800 billion rubles, including more than 100 billion rubles for implementing national projects. Additionally, I would highlight the law about platform economy, adopted yesterday—a completely new area of regulation, a very complex law but extremely important. Recently, a law was also adopted, in line with the Presidential order, to accelerate deoffshorization of the Russian economy and simplify procedures for returning assets from unfriendly countries. Plus, a law on the general principles of organizing local self-government within a unified system of public authority," explained Alexander Zhukov.

      Systematic efforts to support SMO participants, families with children, and pensioners are carried out by 'United Russia' in the Nizhny Novgorod region. Deputies at all levels of government present various initiatives. Particular attention is paid to defenders of the country. Since the start of the special military operation in the region, various programs have been implemented, and new projects are regularly launched. State support covers all aspects of life—from health to careers.

      "Supporting SMO participants is one of the key tasks of 'United Russia.' This area is specifically highlighted in the Party’s People’s Program. It's crucial for veterans to have opportunities to realize their potential in public and political life, and to start their own businesses. This is what educational projects like 'Heroes. Nizhny Novgorod Region' and 'SMO Business' aim at," said Dmitry Filipenko, head of the regional executive committee of the 'United Russia' party in Nizhny Novgorod.
