Former Chkalovsk head Alexander Kudryashov will face trial again

      Former Chkaldovsk Mayor Alexander Kudryashov is once again at the center of a criminal investigation. The investigation into charges of abuse of official authority has been completed, and the case has been sent to court. This was reported by the regional prosecutor's office and the investigative committee.

      According to the investigation, in 2023 Kudryashov, while serving as head of local government, signed acceptance acts for a contract on the improvement of public spaces between Belinsky, Matrosova, and Komsomolskaya Streets in Chkaldovsk. The work was carried out as part of the "Formation of a Modern Urban Environment" program. Despite the contractor not completing some of the work, and other parts being completed in a lesser volume, Kudryashov approved full payment to the company. As a result, the official caused damage to the municipal budget of nearly 2.5 million rubles.

      Violations were revealed by employees of the Investigative Committee, with support from the OEBiPK Ministry of Internal Affairs of Russia "Gorodetsky" and the FSB department for the Nizhny Novgorod region. The collected materials allowed the prosecutor's office to approve the indictment.

      The criminal case was initiated under paragraph "e" of part 3 of Article 286 of the Criminal Code of the Russian Federation — abuse of official authority committed out of personal interest. After the accused receives a copy of the indictment, the materials will be forwarded to court for consideration on the merits.

      This is not Kudryashov's first criminal case. He was previously convicted conditionally for a similar crime. In December 2021, he signed acceptance acts for improvement work at the Chkaldovsk pier, knowing that the work was incomplete. After the first storm, the pier was destroyed. The damage to the budget amounted to over 6.4 million rubles.

      It was also reported that in February 2023, a criminal case was initiated against the contractor for the improvement of the Chkaldovsk pier for fraud.

      Additionally, a criminal case was opened against the deputy head of Chkaldovsk for abuse of authority in the context of improvement work.

      In January 2025, it became known that despite his conviction, the former mayor was appointed director of the municipal enterprise "Teplovodokanal" in Zavolzhye. As then-Governor Alexander Mudrov explained, the decision was made because Kudryashov is considered an "effective manager."
