Starting from November 2025, Russia will change the procedures for collecting tax debts from individuals. The Federal Tax Service (FTS) will gain the authority to withdraw debts from citizens' bank accounts without going to court. This will simplify the process for tax authorities, but mechanisms to protect taxpayers' rights will be provided.
After the law comes into force, if a debt is not paid within six months, the FTS will place a withdrawal order in a special register. Within seven days, funds will be debited from the debtor's account. If the bank fails to execute the order, the case will be handed over to a bailiff.
Taxpayers will be able to contest the debt or suspend the withdrawal by submitting an appeal through their personal account on the FTS website, the "Gosuslugi" portal, or by registered mail. However, if they do not receive a notification via "Gosuslugi," it will be more difficult to restore the deadline for submitting an appeal.
"Using extrajudicial methods helps alleviate courts from a large number of debt collection cases, contributing to a more efficient judicial system. Such conflict resolution often occurs in a more constructive manner, allowing parties to avoid tense situations," emphasized Anatoly Vyborny, Chairman of the State Duma Committee on Business Security and one of the project initiators, in an interview with the "360" TV channel.
FTS has the right to withdraw funds from accounts, cash, property transferred to others, and property not intended for personal use. However, income protected by law, funds in electoral accounts, and other special accounts are not subject to withdrawal.
Advantages of the innovation:

- Risk of unlawful withdrawals.
