
A mother of many children from Nizhny Novgorod talked about her plans to utilize the new regional support measures.
Nizhny Novgorod's Maria Kolesova, who recently became a mother of multiple children, shared her plans for utilizing the new regional support measures. On July 7, Maria and her husband Grigory welcomed their third child – daughter Maya. Now, the family is eligible to receive regional family capital payments and to purchase children's goods from local manufacturers worth 20,000 rubles as a "Gift for the Newborn."
"We found out we were expecting a baby girl in November, before the new support measures were adopted. Since January, when the program was approved, we have been carefully following the news and studying the information. It's very gratifying that the baby was born after July 1, so we can take advantage of the new support options. The fact that the region supports families with children motivates us: if we add up all the benefits we are entitled to, it will be a very substantial amount!" – said Maria Kolesova.
As reminded by the regional Ministry of Social Policy, families in Nizhny Novgorod where the first or second child is born will be able to receive an additional payment to the federal maternal capital – totaling over 1 million rubles.
Families expecting their third or subsequent children will receive financial support exclusively from the regional budget.
Families with a third child, including the Kolesov family, can choose either monthly payments of 30,000 rubles for three years or a targeted payment of 700,000 rubles plus monthly installments of 30,000 rubles for 10 months. Families with a fourth or subsequent child will also be eligible for monthly payments of 30,000 rubles for three years or a lump sum of 1 million rubles.
"We chose to receive regional family capital as a combination of targeted and monthly payments. We will use the targeted funds to pay off our mortgage," shared Maria Kolesova.
The family also plans to register for the "Gift for the Newborn" certificate. They will gain access to a special showcase on the Ozon marketplace, where they can select all necessary items for the baby from over 200 local products – from furniture to hygiene products.
"We will easily find what to spend our certificate on! We’d like to choose a transformable crib for our baby girl and pick out some pretty outfits," Maria added.
It is worth noting that these new regional support measures are part of the demographic sustainability program "FOUNDATION – the Nizhny Novgorod Life Project," developed at the initiative of Gleb Nikitin, governor of the Nizhny Novgorod Region, within the framework of the regional Five-Year Family Program (2025–2030).
The main conditions for receiving these support measures include the recipient holding Russian citizenship for at least three years, registering the child's birth with the civil registry office of the Nizhny Novgorod region, and residing in the region throughout the period of payments. Maternal and child support is a key component of the new national project "Family," launched in Russia from 2025 at the initiative of President Vladimir Putin. This new national project is a successor to previous national projects "Demography" and "Culture." It aims to implement activities that foster comprehensive family development: expanding support measures, creating conditions for active longevity of the older generation, and ensuring quality and accessible medical care.

An unprecedented package of support measures, developed by the regional executive bodies together with the Autonomous Non-Commercial Organization "Demographic Development Institute," was created as part of the Five-Year Family Program in the Nizhny Novgorod region, under the leadership of Governor Gleb Nikitin.
The core financial support measure is designed for each family welcoming a child. Combined with the federal maternal capital, the total amount of benefits per child will reach 1 million rubles (after the birth/adoption of the third or subsequent child, all payments will be funded from the regional budget). Parents can choose how to receive the regional family capital, called "Parent's Basic Income 'Osenna'":
– For the first child, a federal maternity capital of 690,000 rubles is available, and the regional family capital of 360,000 rubles can be issued as a salary of 10,000 rubles monthly over three years;
– For the second child, federal maternity capital of 221,000 rubles and regional of up to 800,000 rubles are available, which can be received either as a one-time payment of 500,000 rubles plus a salary of 20,000 rubles over 15 months, or solely through a monthly salary of 22,000 rubles for three years;
– For the third child, a payment of 1 million rubles is allocated solely from the regional budget. Parents can choose either a lump sum of 700,000 rubles plus a salary of 30,000 rubles over ten months, or only a salary of 30,000 rubles monthly for three years;
– For the fourth and subsequent children, also fully funded from the regional budget, parents may choose either a lump sum of 1 million rubles or a monthly salary of 30,000 rubles for three years.
Monthly salary payments can be spent on any goals. If parents opt for targeted payments, they can be used for:
– paying the initial mortgage contribution and/or fully or partially repaying a mortgage for a property in a multi-apartment building located in the Nizhny Novgorod region; or acquiring an individual house (or part of it) in the same region, along with its land;
– gasification of the housing located within the region;
– obtaining secondary or higher education for the child or children in educational institutions within the region;
– purchasing residential property in a multi-apartment building within the region;
– acquiring an individual house (or part) within the region, along with land;
– completing the construction of a private residential building within the region;
– participating in joint construction of a multi-apartment building within the region;
– purchasing a new passenger car, bus, or minibus manufactured no earlier than the year preceding the sale.
Support measures are provided regardless of income level, but the recipient must have Russian citizenship for at least three years, reside with permanent or temporary registration in the Nizhny Novgorod region, and have the child's birth registered with the civil registry office there.
Additionally, from July 1, parents will receive the "Gift for the Newborn" electronic certificate worth 20,000 rubles, redeemable on the Ozon marketplace. This certificate allows purchasing essential items for the baby from local manufacturers. Currently, over 200 items are available.
To quickly and conveniently obtain the main support measures (regional family certificate and "Gift for the Newborn"), one should submit an application via the "Gosuslugi Nizhny Novgorod Region" portal or in person at the social protection office in the place of residence.
