      On September 5, 2026, at 09:35, Society Governor of the Nizhny Novgorod Region Gleb Nikitin held an expanded meeting of the Regional Council. The meeting took place on September 4 in KUPNO. Participants discussed the development of territories, the functioning of the healthcare system in municipalities, the use of state lands, as well as the involvement of abandoned, unclaimed, and unused property in economic circulation.

      "All the identified areas are closely interconnected and require coordinated actions from regional authorities and municipalities. Local government heads play a special role in this process—you know your territory better than anyone else, its strengths, problems, and growth points. The speed and quality with which new approaches will be implemented in practice depend on your engagement and professionalism," emphasized Gleb Nikitin.

      The meeting was attended by deputy governors, ministers and deputy chairmen of the regional government, heads of municipal formations, and specialists from relevant departments. First Deputy Governor Andrey Gneushev highlighted that the Regional Council provides an opportunity for local government heads to directly discuss problems with the regional government and jointly find specific solutions. After the meetings, these solutions begin to be implemented on the ground, and feedback is established.

      One of the main topics was the accessibility of primary healthcare. Gleb Nikitin pointed out the need for convenient electronic services and improving the quality of medical institutions' work. At the same time, he noted that it is important to consider the opinions of the patients themselves. A large-scale stage of healthcare modernization has been completed in the Nizhny Novgorod Region, covering 85% of territories, including small towns and villages. In the past year alone, about 320 medical facilities were renovated in the region. This is comparable to the volume of work done over the previous five years. Additionally, four new clinics for children and adults, 28 feldsher-midwife stations, and offices for general practitioners were built. To improve diagnostics and treatment, more than 4,000 units of modern equipment were purchased.

      Senator Olga Shchetinina noted that much has been done in recent years for the development of healthcare—from large projects and clinic renovations to working with personnel. However, the accessibility and satisfaction of residents with medical assistance still require attention. To better understand the problems faced by residents and medical professionals, focus groups with doctors and patients were conducted in the region.

      The meeting also separately discussed state land plots and the possibilities for their effective use, as well as the return of unclaimed, abandoned, and unused property into economic circulation. Earlier, Gleb Nikitin proposed providing unused land plots in active populated areas of the region to participants of the Special Military Operation (SMO) and large families. Heads of municipalities were tasked with participating in the formation of a "land bank" for such territories. The mechanism is intended to help not only provide land to privileged categories of citizens but also utilize vacant territories for further development.

      The Ministry of Property and Land Relations of the Nizhny Novgorod Region studied data from municipalities on the number of identified plots and the existing demand for them. In some districts, there is already a significant reserve of such lands. However, in municipalities located near cities, the demand for plots significantly exceeds the supply. Minister of Property and Land Relations Sergey Barinov reported that municipalities are beginning to formalize such plots into their ownership. After that, the territories will be brought into proper condition and included in the "land bank" for providing to privileged categories of citizens. Work on the formation and filling of the land bank will continue to gradually meet the demand for plots.

      After the main reports, the participants of the meeting divided into groups and prepared specific proposals that will need to be implemented on the ground.
