Sberbank is bankrupting the concrete plant of the family of former Deputy Mayor Shtokman.
On August 28, 2026, at 17:00, incidents occurred. PJSC "Sberbank of Russia" filed a bankruptcy petition against LLC "Concrete Plant 'Vector'" in the Arbitration Court of the Nizhny Novgorod Region, linked to the family of former Vice Mayor of Nizhny Novgorod Ilya Shtokman and his brother Mikhail. This follows from the registry of arbitration cases. The company's debt to the bank amounts to 305.38 million rubles. Sberbank has also submitted a request for interim measures, which has not yet been considered. The hearing on the bankruptcy petition is scheduled for October 5. Previously, Ilya and Mikhail Shtokman became subjects of a criminal case regarding a bribe of 55 million rubles. According to the investigation, the money was received from former city council deputy Karim Ibragimov for creating favorable conditions in the execution of a municipal contract by AGK. The contract provided for the construction of housing for resettling dilapidated and emergency housing stock. Two companies controlled by Ibragimov transferred money to the accounts of the concrete plant under the guise of payment for gravel supplies. Then, according to the investigation, the funds were mixed with the company's revenue, withdrawn through affiliated organizations, and legalized by purchasing ten plots of land and an apartment.
